Brad, you need to distinguish between the debt and the deficit. The deficit is the yearly shortfall of revenues to cover expenditure, that is, the amount the Federal government overspends each year. The debt, on the other hand, is the total of the current and past years' deficits. The deficit is the amount they charge on the credit card THIS YEAR, the debt is the balance on the credit card. The 11.9 trillion figure would be the debt, the 1.26 trillion figure would be the deficit. It's confusing, I know, but I hope this explanation clears up the confusion, at least a little.
