1) Yes, to an extent. I think most liberals would be okay with capping punitive damages at 5 million dollars per individual.
2) Yes, health savings accounts benefit only those who can afford to save several thousand dollars a year. They do nothing to expand coverage to more citizens. But they already exist anyway, so you can get one if you want one.

The main solution that you Republicans are offering is to allow people to buy health insurance plans across state lines. So you think it's okay for someone in Alabama to buy an insurance policy from a company based in Texas. This would circumvent a state's ability to set regulations to protect its consumers. When the patient in Alabama gets screwed by insurance underwriters in Texas, the Insurance Commissioner of Alabama would be powerless to assist his constituent. Alabama's insurance laws and regulations become moot.

This is not the States' rights platform that Republicans always talk a good game about, but when it comes to issues like this and gay marriage - they show their true colors. Admit you don't care about states'...
