I think you have some great suggestions. To fix this problem will require that everyone have some skin in the game. Congress should cut all departments budgets by 10 to 15% and forced them to manage. I'm sure if forced, all the departments could find that much waste to eliminate.

I work for a large Dow Jones Industrial corporation. When we need to cut spending in 2009. Each Division VP was told they had to reduce total spending by 15% within 6 months. If they didn't, they would be forced to resign. ALL VP''s found a way to eliminate waste and deplication of effort, without layoffs and the corporate growth outpaced similar companies. IT CAN BE DONE>
