I think you have some great suggestions. To fix this problem will require that everyone have some skin in the game. Congress should cut all departments budgets by 10 to 15% and forced them to manage. I'm sure if forced, all the departments could find that much waste to eliminate.

If they didn't, they would be forced to resign. ALL VP''s found a way to eliminate waste and deplication of effort, without layoffs and the corporate growth outpaced similar companies.
