A gun is rather different.. nearly anyone can pick one up and figure out how to use it. Little in skill set examinationi is needed. As to onwership on transfer, a gun is small enough all that is needed is put the stack of dollars on the table, pick it up, and walk away, the new owner now in possession. Serial numbers allow owner number one to positivley ideitify HIS, just as on a guitar or computer. Nothing further is needed, or should be tolerated. But we've allowed all manner of infringements on new and used transfers, shipping restrictions, interstate sales (when I am visiting Kansas and find a handgun I like, WHY can I not purchase it? Full background check still made, cause I found it at a FFL dealer.
