DOMA is exactly what the author says he does not want. 10 states have decided they want to allow same sex couples to marry. The FEDS intervened and said they will not recognize those marriages. THAT IS FEDERAL intrusion.

A state does have the right to sanction single gender marriage. The state has no power to require the other states through the federal government to support that decision with benefits.

A large majority of the states have constitutional definitions of marriage which exclude single gender relationships. It is entirely appropriate for the federal government to model its benefit structure to match the majority of the states.
