Again Herman shows his own limited intelligence by blaming the problem on race and not culture. I went to a magnet school in Philly for HS that was 50% black and the blacks on average did every bit as well as the whites. I now live in an area of GA that is middle to upper middle class and the HS here is 80 to 90 % white. The blacks here that adopt the prevailing culture do every bit as well as the whites. The inner city blacks, that Herman refers to, do not by and large except the predominate culture of the country. Throw all the money you want at the problem but if you do not change the culture then the outcome for those inner cities will be poor. It is not race it is culture. Sorry Herman Dr Sowell is smarter than you.
