If there was 97-100% employment, the only way to get a new employee to expand or start a business is to pay them more and more. That drives up business costs.

Higher business costs does one of two things, it slows or stops new business costs and/or raises costs of goods and services through inflation. Since both of those things are bad, the answer is unemployment should be between 3 and 6%

The wages are tied to the pool of available employees. They are 2 sides of the same coin not separate things
