I suppose it boils down to the definition of the actions taken against terrorist over the past decade. Has it been a "War on Terror". Certainly, both recent administrations have used the "War" part of that to justify offensive action against individuals in groups planning and implementing plots to harm America and Her citizens. The fact that these "groups" do not comprise a "state" seems to be settled. I applaude the war footing that has been used to eliminate enemies of this country. Treating terrorism control as a police action had proved ineffective for years.
