The problem is and was that it was raw milk and the buyers were there to by raw milk. it just becomes a techinicality to get the seller on something. Governmnet needs to get out of the way of free Market. It is a contract between the buyer and seller. Even in a restaurant you have an agreement that they do good food practices so you do not get sick. But a buyer at a RAW FOOD STORE is a sophisticates buyer and wants RAW food.
