How about a smart card that stays in the possession of the patient, and which he/she gives to each provider at the time of service. The provider updates the record and gives the card back to the patient. Records are no longer maintained at the doctors office. The data on the card would be encrypted and could be only accessed using a personal ID number. Perhaps with a card reader which could be attached to a PC so the patient can make a backup of his own medical records at home.

Of course they will pass it anyway, why shouldn't they. With their cushy retirement plans and benefits, they are set for life. Why would they care if they retain their offices. I can only hope the next Congress has the cojones to repeal existing laws instead of creating new ones.
