Its called the Taxholm Syndrome. The people who created the problem are now going to tax you to get you out of the problem. All you have to do to get some of the government goodies in the meantime is give up a little of your freedom. You will be grateful for the help and promise to vote for them in subsequent elections. Those held hostage begin to sympathize with their captors.
