Hey, why worry? The White House can go around Congress by allowing medical doctors from third world countries (whose standard of medicine is probably 15 years behind the US) to fill the shortage. So many will be willing to come here and earn more. Just like in England, many of the medical doctors are foreign graduates and trained. Probelm solved!
