I suggest you go back to watching kid cartoons to learn what the difference is. That said, The House, per the Constitution, can defund any program at any time that was passed by previous Congresses. Don't believe me? Have you ever read the United States Constitution? It says so right inside that document. I will give you an example of this. Remember when both the House & Senate passed a bill to build a border fence? That became law when Bush signed it. It was shortly after that Congress turned around & de-funded the monies to build that fence. Susie do us a favor & educate yourself. You act like a moron spouting nonsense/lies the way you do.
