Look,we find out what Steven's mission was there(something to do with American weapons) then we find out what made him expendable. This is another Fast And Furious,he probably got attacked with American provided weapons.

He was running guns for Obama and could be a damning witness against him, so he had to be "dealt with." And what better way than to let Al Qaida kill him in an unprovoked attack. But Obam blew it by ordering potential rescuers to stand down.
