He is certainly no conservative. The Contract with America did not but expand the power of the the federal government. Conservative ideology would have sought to do away with government intervention and spending. Balancing a budget sounds great but did you ever stop to see if that budget was increasing every year? Who fast tracked GATT and acknowledged it's ceding of American sovereignty to a foreign body (the UN). That sure upheld and protected the Constitution now didn't it?
