The trick is in requiring people on Unemployment Compensation to apply for 3 jobs a week to be eligible for UC; whether those are suitable or not, and no repeats. Sooner or later, you run out of plausible jobs to apply for, and so you must stop filing for UC. Presto! The count of those "looking for work" goes down one, and the Unemployment Rate drops. . . even though you're still unemployed, and looking for work if you can find something plausible. Not selling windows or magazine subscriptions over the phone, for example. (Both I had applied for, without knowing their details, but then realized they weren't enough to pay my bills.)

Since mid-2010, precisely at the time millions of US citizens used up all of their 99 week of unemployment insurance, disability claims have risen by 2.2 million. Those on disability are not counted in the workforce and are not considered unemployed.
