Yes, the U.S. Constitution says Congress controls the purse strings. It was the Republican-controlled Congress of the 1990's, six of Bubba's eight years had a Republican Speaker of the House, that ruthlessly cut our national security. Those Clinton administration defense cuts were Republican Congress defense cuts. This country was unprepared for 9-11 and its aftermath because of the Republican party. Remember how many of the Republican presidential contenders in 2008 parroted 'Clinton administration defense cuts put this country in danger?' All!
