Well, you keep taking more money from those top earners and they will either close up shop, shut down the business (thereby eliminating all those jobs) and retire or move to somewhere more tax friendly like Bermuda and pay little to no taxes.

Exactly...they want top benefit from the capital friendly business environment of the US where we have over 400 billionaires, but don't want to pay the taxes so they create tax havens in Bermuda. Go start a company in Bermuda if you dont want to pay taxes. Want it both ways.
