Since the criminals won't obey any laws, let's just throw our hands up in the air and say there's no reason to have any laws because the criminals won't obey them. We can also move on to getting rid of the law against theft, many people are not obeying that one either.

What an idiotic statement, Rubio didn't say don't pass a law because the criminals won't obey. He said the criminals are the problem with gun deaths in this country not law abiding citizens [law abiding citizens can be the problem IE car deaths so laws setting limits work in that case].
Since the problem with with gun deaths is overwhelmingly due to criminals any bill not focused on the criminals are pointless and would only restrict legal gun owners.
