Actually, they were founded in 2000, and they receive grants to the tune of 9million + . They're definitely filling quota. Their biggest "success" this year, aside from Armstrong's case, has been Jerry Shields, a paralyzed athlete. They busted him even though he had an exemption.

I'm thrilled to see Bob Barr write this. I hope the real issue comes to light. Remember, John "NDAA" McCain has always expressed strong support for USADA. Perhaps, it's because he loves the charging model? You know. Detain you with a vague charging letter, and the promise that you'll find out about your charges later. Gives em' the ability to toss you in jail and time to waterboard your parents into saying you caught a second-hand buzz from some dude smoking the green at the bus stop...
