Haiti's Avoidable Death Toll

I recently read something somewhere under the title I gave as Subject, which stated that the reason for this is that the average IQ for a Haitian was 67. Think about that for a minute. I don't know what IQ level is considered retarded, but surely 67 would be considered Dull. I would think that this low IQ level would have a profound impact upon the average Haitian's ability to reason on how to extricate themselves from their abject poverty situation. If this fact is true, then I find it overwhelmingly sad to the point it makes me cry. It is no wonder that the people have lived in this state of extreme poverty for so long, and cannot lift themselves up, even after countless incursions by the UN, the US and French to help them...
