The civil rights movement was not spearheaded by the GOP. However the civil rights act would not have passed under LBJ without Republicans supporting it. The Democratic south was firmly against it.

Republicans did not "dominate" the north in the 60's. Several states had Democratic governors and congressmen. The midwest, perhaps, but not the north (northeast).
