The Founders didn't deal with the the issue of WMD's for the very good reason that they didn't exist. While it may have been practical to not interfere with Europeans having muskets in the 18th Century, that is wholly different than allowing jihadists or every small country to have WMD's today. Trying to apply the same rules would be insane and the potential consequences catastrophic. As Britney Spears would say, this isn't exactly rocket surgery.
