There is an important error in the article.

It's true that Mike Huckabee commuted Clemmons' 1989 sentence of 108 years. However, when Clemmons was released from prison the next time, it was NOT Huckabee's fault -- it was the Arkansas prosecutors, who failed to file the proper paperwork.

Here is the quote in question, that needs correcting:
