If you want to know how to fix the problem - go to the source and ask them. Offenders will tell you that unless they see a real downside to incarceration (things such as those mentioned by Georgia Boy 61 and those practiced by Sheriff Arpaio) they see incarceration as a bump-in-the-road. Most only serve 60% of their sentence - and if you're a Level 2 or 3 the only difference between home and prison is the freedom to walk out the gate - in fact, prison is often easier - 3 meals prepared for you, work-out time at the gym, and tv in your bunk. . . boredom is often the worst thing. If first time offenders were given the max sentence and KNEW they would serve the max in a prison set up with no perks it would be an actual punishment
