This is one of those things that attempts one thing and achieves the opposite. I agree with the intent: to dismantle highly defended political career monarchies that resist replacement when needed. Our process of change is purposefully slow, and we can be grateful for that, but some cycles take longer than the term limits. The problem is with one detail: appointees. I live in a state with term limits. Elected officials come and go, but the people they appoint can't be replaced by elections. They still set and defend policies, resist change, and act like an aggressive species. That is only part of the problem.
