Degeneration of Democracy

BP knows full well that "the Constitution says that private property is not to be confiscated by the government without "due process of law." " However, I wonder if BP willing gave the 20 billion dollars in a token attempt to get back into Americas' good graces. My guess is that the 20 billion dollars will not relieve BP of their legal obligations that may be adjudicated in a court of law.
