Dumb article. It completely ignores the whole new trend in boothless toll roads. That removes the congestion problem, the need to build booths and pay the workers. Much more efficient than the old model using booths. A combo of gas tax and tolls is the fairest way to pay for highways. Why shouldn't those who use the highways pay a bit more for them??
