Every time you hear a politician asking for up or down voting in the Senate, they are begging to NOT have anyone threaten filibuster. That is all. ALL legislation may be passed by simple majority in the Senate. To declare otherwise is to lie. The impediments to an up or down vote are: committee heads refuse to let a bill out of committee, or filibuster (aka unending debate).
