No, he's merely talking about The Associated Press Stylebook, how it used to characterize illegal immigrants and how it has just changed its instructions to journalists. It is significant because journalists all over the nation rely on the AP stylebook when reporting the news. The change will further cloud the issue, making it appear that anyone who is opposed to illegal immigration is actually against immigration.
