You are unfair to the employees (calling them "shirkers"). This is a bad situation deserving investigation. Either the government has contracted a service to process cases and then not provided cases, or the service has cases to process and is not distributing them to their work force. Regardless, people seek jobs because they want to work (or are resigned to work). If the boss clocks them in and gives them nothing to do it should not be held against them.

The team should keep their name but change the logo to one of those delicious small potatoes. You can make salad with redskins and you don't have to peel them, I also like them roasted with olive oil and garlic.
