The term rule of law usually means that the ruler of the land, in our case Obama, is not above the law, but must govern within the parameters of the law. In other words, since those who enter the country illegally are violating the law, Obama cannot arbitrarily decide to tell ICE not to enforce the law, or decree by executive order the dream act, etc. etc. He must rule in accordance to the law of the land. So as the original poster correctly stated, if Obama is intent on skirting and bypassing the law, then we have no country.
