He prevents things from reaching the floor for two reasons. The first is that if there is any potential it might pass and he doesn't want it to, and the other is if he knows it won't pass, but it puts on the Congressional Record how each Senator voted on the proposal. There are many things that will look bad or can be made to look bad if brought up during an election that so and so voted for or against a proposal. He prevents them from having to vote and show where they stand.
