No, it was passed in 1984 and amended several times, not including 1998. I don't know what law you refer to.
I do know that Aaron Swartz's father said his son was killed by the government. Hyperbole, perhaps, but one can understand his feelings. The government, incidentally, which Progressives want to make ever more powerful.
