unfortunately, there are few grocery stores in these areas, because they FAIL. I know this bc my husband works in that industry; none of the larger chains can compete because they have to pay union wages, which means the prices are necessarily higher, so the neighbors either go to fast food places (some great eats in the 'hood!) or, to the one-off grocery operators who usually cater to the latino consumer. the latino consumer values food & family, so they do shop & cook much more regularly, and the Mercado's thrive. On another note: the council-members make it difficult for businesses to succeed on many levels.
