The sole office of the Presidency as head of the Executive was created exactly so that there was one man responsible. Otherwise you had the British kings who could wash their hands of any responsibility and blame it on their underlings. He doesn't have to know what his underlings are doing. The reason the Constitution gives the President such broad power to make appointments is because he's supposed to choose trustworthy people, and trustworthy people to appoint trustworthy people. He should resign for being unable to do that, repeatedly. Otherwise a President could appoint anyone who could do any illegal activities, shrug his shoulders when they do, and say, "Well, not my fault."

Washington D.C. - According to credible ATF sources, officials heavily involved in Operation Fast and Furious and named as partially responsible for the program's failure by Department of Justice Inspector General Michael Horowitz and the House Oversight Committee have been stripped of their government security clearances while some have been fired, demoted, and transferred. Criminal charges are also reportedly pending.
