No, you have it wrong. The rich, like those you mentioned, want any tax rate hikes codified into law. That way, they can evade and avoid them like they do now. If they REALLY wanted to pay more, they could write a check to the Treasury. By the way, "fair share" is exactly what a person pays to the IRS if they followed the rules spelled out in the 72,000+ pages of tax code.
