It would appear that most government programs are set up so that millions can be siphoned off before the money reaches its intended target. Show me where I'm wrong, if you can.

Right, it's red tape and bureaucracy that get the money. The first thing that always has to happen is the 35 to 40 billion dollar study When the private citizens do it, they start somewhere, and then the program picks up momentum and more volunteers. The government program shuts down or forbids the private efforts until the bureaucracy comes to their final decision.

if a private program or effort is not working,it stops quickly,while government's "efforts" only get bigger despite continued bad results,particularly FEDGOV with it's many layers of bureaucracy.

Few if any FEDGOV departments ever end,few ever actually achieve their original goals.
