Hmmm, I nwever looked at it like that. I always considered Article One, section 8 to be the enumerated "duties" of the federal government, among them, setting weights and measures, and dealing with foreign governments. Neither of these duties should be in the category of "well, maybe we'll get around to it, if we feel like it" duties, but "ASAP duties.
