I don't know exactly where the Stennis was at the time, I assume North Arabian Sea. At any rate he was relieved by Commander 5th fleet and the Strike Group had already chopped from 7th fleet to 5th fleet (per open news sources in-chopped on 17 Oct). Either way difficult to see the exact relation to Benghazi, other than the timing. I think the USN fires 10-20 ship COs a year. It's a weeding out process.

Actually now I see Stennis only got as far as Kota Kinabalu Malaysia (Borneo) by 9/30 so no where near Africa on 9-11. It seems like Lincoln Strike Group out-chopped 5th fleet last July and returned to Norfolk, and was replaced by Eisenhower Strike Group so I think that would have been the closest CVN on 9-11.

Everyone is preoccupied with the events surrounding the juicy sex scandal involving now-former CIA Director David Petraeus to the point they may not have noticed a pattern -- a shake-down -- that is taking place in our military top brass, much like the one currently happening in Russia under President Vladimir Putin.
