I think you will find that the US, by treaty after WWI, limited itself to a max 10,000 ton displacement for new ships, until FDR worked with democrats Carl Vinson and Park Trammell to pass the Naval Act of 1934 which blew out the treaty limits and authorized the North Carolinas and South Dakotas. If anything republicans in this era were isolationist and did not support increased naval armaments.
Random thoughts on the passing scene:
