Well I think you find it pretty much of a requirement of the Art 2 sec 1 executive Power. A quick search turns up George Washington's annual addresses to congress submitted pursuant to Art 2 sec 3 with language such as "Gentlemen of the House of Representatives: I have directed an estimate of the Appropriations, necessary for the service of the ensuing year, to be submitted from the proper Department; with a view of the public receipts and expenditures, to the latest period to which an account can be prepared.
