BTW - the IMPORTANT number is obviously the dollar amount spent on those "nearly 110 million" payments made to however many recipients. That doesn't change no matter how many people are receiving the payouts. THAT is the number that we should focus on decreasing (in the form of reducing the number of people who qualify for those programs by improving the country's economic outlook so that the recipients have opportunities to better their situations).
