Absolutely. A great example of this is the Auto Insurance and collision arena. After a collision, if you go to a body shop for a quote the first question is whether you will be making a claim or not. Once they ascertain whether the cost will be covered by the insurance company or yourself directly, they then "assess" the cost. I know from personal experience, a $2000 job paid by me becomes a $3500 job when paid by insurance.
