I'm a lawyer. I tried to read the health care law. It's not humanly possible. And it's not just that it's 2,700 pages. It's 2,700 pages of cross-references to other statutes. Page after page, you must stop reading the health care law and pull out another previously enacted law, for a definition, for a provision that affects what you're reading, etc. No Congressman can possibly understand it fully.
