We will never know, because this is the most transparent administration ever, but knowing his past, it's entirely possible that he was so zoned out on whacky weed that he couldn't respond to anything or make a coherent decision, even if he cared to try. When are people going to realize that this clown cares nothing about anything or anyone, but himself and his own pleasures of living off of the taxpayers?
