Maybe it should be listed in a way designed to attract redistributionists to those particular states? Perhaps a voluntary national fund to contribute to their move? Headline could be: Strapped for OPL (other people's money) - Apply here for aid in relocating to more generous climes. Live the life of ease on other people's backs. The country is being balkanized anyway so it might as well have a logical base rather than obama's race, class, and gender.

Three years ago, I put together a “Moocher Index” that measured the degree to which non-poor people in a state were benefiting from redistribution programs.

As you can see if you click on the nearby table, Vermont was the worst state, followed by Mississippi, Maine, New York, and Massachusetts.
