Yes, it was a beautiful program. You should know that the mortgage insurance premiums collected by Federal Housing Administration were initially put into a "box" and saved to cover foreclosures. The government did not give money to the borrowers--they simply insured the loans. For many years FHA was the only agency that operated "in the black" Yes the system worked beautifully for many years because the INSURANCE PREMIUMS were used to cover foreclosures and only for that purpose. Then politicians cast their greedy eyes on the funds, took them out of the box to spend for other things and the rest is history. Then it was decided that housing should be an instrument to achieve social justice. Until Carter passed the Community Reinvestment Act; and Clinton put the Act on steroids, it was a beautiful program indeed. Remember, the government was not giving the borrower anything. They were simply insuring the loans. Because of the underwriting guidelines, people did not let their houses go back very often; as a matter of fact, they could often get premiums back if they sold the property or paid it off. Foreclosures were few because underwriting guidelines made sure people had money to pay their principal and interest, insurance taxes, upkeep and have enough left over for their food, cars, gas, credit cards, doctor bills etc. The suit against Citibank changed all that--and not for the better. Making sure people had enough money to make payments and other expenses became racial profiling and redlining, so the baby had to be thrown out with the bath water. Very few people outside the industry understand where the money for mortgages come from. They think if they go to XYZ Bank to get a loan, the bank has all that money in a vault behind the counter. Nothing could be farther from the truth. Historically, much of the money has come from investors that collect money for later payouts, i. e. insurance companies and retirement funds for instance. The money goes into pools and then XYZ bank will go to market to "buy" blocks of money from the pools, which they turn around and use to finance homes. The interest and or points charged have historically reflected what the bank paid for the money. We are told the lender does not make their money off the interest (the investors who provided the money get that) so the lenders collect their money by charging origination fees, points, etc. When we destroy a whole segment of the economy that has historically invested their funds in long-term mortgages, we destroy the goose that lays the golden eggs. Right now the federal government, through Obamacare, is setting the entire health insurance sector up for a major fall. Not only do they not care, they planned it this way in order to slide us over to a single-payer system. Once those awful insurance companies are gone, a major source of mortgage money will disappear. Worse, large segments of our economy will be dragged down with them. This is a simplified explanation of a very complex subject, but nothing is complex to the federal government. They are determined to discover (for the umpteenth time) the law of unintended effects as they wipe out our financial markets by putting health insurance companies down. Texas lawyers have assured us that every resident in Texas has a will because if you don't do your own, the state does one for you. In a world where all first marriages work and children of the family are the product of only one mother and the same father, it is bad enough. In a death complicated by multiple marriages, non-marriages, common-law marriages, yours, mine and ours families; and complicated further by community property, the default will provided by the state can lead to a legal nightmare. In the simplest scenario, lawyers tell us the widow will find the children outrank her on the division of the property. Children cannot execute documents, so their needs must be addressed by courts. If there are ex-spouses and their children in the picture, things can get very nasty indeed. In my almost a half-century of selling property, I have wanted many times to go dig up the deceased, grab him/her by the ears and shout, "What were you thinking?" Hie thee to an attorney and save your heirs a lot of grief. In court battles, the majority of your estate may be frittered away in legal fees--what is left over after the government (with increased taxes on estates) doesn't get to first. Long before the election for Obama's second term, George Soros was funding an attorney-general initiative. Heavily funded, easily-corrupted officials in swing states were placed in key positions in order to quash any objections to voter fraud. To see exactly how this worked, go back and look at the election of Al Franken. It is my understanding the criteria for throwing out votes changed from precinct to precinct according to the way liberals wanted to results to come out. They kept counting until they got their desired results. For this reason there is unlikely to be the "drubbing" at the polls Obama complained about in 2010. The voters of American are fast becoming like voters in a dictatorship. Consider the "bucket of crabs" theory. If a crab in a bucket tries to make it over the top to freedom, the rest of the crabs grab him with their claws and prevent the escapee from making it. The right reverends Jackson and Sharpton lead in making sure crabs stay in the bucket where they belong. Of course they are not in the bucket; they simply slam the lid on whenever one escapes. That is why they hate people like Condolezza Rice and other blacks of great achievement who might challenge them for the hearts and minds of the young. It is why they call them derogatory names and keep them from speaking at universities. That is why they ignore the efforts of Eisenhower to instill true equality (remember he sent the National Guard to Little Rock High to ensure integration. "History is written by the victors" has been attributed to people from Napoleon to Churchill, but perhaps Sir William Wallace said it best when he noted the victors had hung the heroes. Liberals/Progressives/Communists have been rewriting history and textbooks in our halls of higher learning for decades, so it is not surprising they made it possible to rewrite an encyclopedia. In Nevada a teacher was suspended for claiming the Holocaust never happened, but in California a common core class required students to write argumentative essays questioning the veracity of the Holocaust--a common core assignment, they claimed. As bad as liberals hated the cowboy in the White House, GW Bush, he did issue the warning, "Attack us and there will be retaliation." We were not attacked on our own soil during the rest of his term. The second attack on the World Trade Center might not have been necessary if Clinton had not wimped out and ignored the attack on the US Cole, etc and turned down the offer of another country to give us Osama bin Ladin's head on a silver platter. Since Obama has openly eschewed our role as alpha dog in the world and has fawned (and bowed) his way into absolute submission, we have been repeatedly attacked on our own soil. Changing the definition of terrorism to "workplace violence" does not change the facts. The embassy at Benghazi is US soil. If we do not get another cowboy (with a white hat) in the White House, we have secured our position as bottom dog.
