From what I've seen happening with Federal legislation over the past 40 plus years is that rarely does it ever start with a statement that it conforms to the US Constitution with reference to the appropriate section.
Also, no where in our Constitution is there any administrative remedy outlined that can be used to severely punish legislators who develop or vote for legislation that does not meet Constitutional standards.
The "Great Deceiver" Obama took the time to have the Constitution researched to see what administrative remedies could be used against him for his ineligibility to run and assume the office of President. Guess what?, there are none clearly spelled out.

I was there when Governor Jerry Brown forced all of us public employees into unions with legislation that he fought for and signed into law. I was offended by his actions as I believed then as I do now that public employees should never be allowed to form a union with the ability to strike and cripple public services.
No union ever paid for my education, no union ever helped me with my job interviews, and no union ever offered to help me decide my chosen profession so why in the world should I be forced to pay them monthly dues? Jerry (Moon-beam) Brown needs to be asked tough questions by people who know that he is ultimately responsible for the union morass in California.
