Nah, Obama doesn't need Congress. When one is lawless, and has the heart of a dictator there is no need to respect existing institutions and the rule of law. This is expecially so if lily-livered members of Congress fail to protect their turf as prescribed by the Constitution. Barack Obama will do as he wills so long as nobody tries to stop him.

Democratic lawmakers seem confident immigration reform will happen in the near future because even if Congress doesn’t act, the president will move forward with executive orders, they say. Via The Hill:
